The State Government on Friday disclosed to the Karnataka High Court that manipulation by way of a “note”, reportedly by the then Public Works Department (PWD) Secretary, had resulted in unreasonable concessions to the company implementing the Bangalore-Mysore Infrastructure Corridor (BMIC) project.
